Résumé

Refus du père de la recourante de satisfaire à son devoir d'entretien. Il appartient à la collectivité publique de verser les avances nécessaires et par son droit de subrogation de l'art. 277 al. 2 CC d'ouvrir une action alimentaire contre le père de la recourante. L'autorité ne peut, sans violer l'art. 12 Cst, renvoyer la recourante à agir contre son père et supprimer en parallèle les prestations de l'aide sociale.
