Abstract norm control

Abstract norm control examines the validity of legislation or regulations without waiting for a specific enforcement decision. In Switzerland, the availability and intensity of such review depend on the level of government and procedural route; cantonal norms may be challenged more directly than federal statutes, which courts generally must apply. The review focuses on compatibility with superior law, including constitutional guarantees, federal law and sometimes international obligations. It serves legal certainty by clarifying norms early, but access, standing, time limits and the effects of annulment are procedurally important.
