Bid evaluation

Bid evaluation is the phase in which the contracting authority checks formal compliance, suitability, technical requirements and the announced award criteria. In Swiss procurement it must be documented, consistent and based on the tender documents. Clarifications may be allowed within limits, but negotiations or corrections must not distort competition or give one bidder an unfair advantage. The evaluation report usually supports the award decision and is central in any later appeal.
