Content regulation

Content regulation governs legal duties concerning transmitted or hosted material, including harmful content, media rules, and platform responsibilities.

In telecommunications, content regulation differs from network regulation: carriers generally transmit signals, while publishers, broadcasters, platforms, or users may bear responsibility for content. Swiss relevance arises in broadcasting law, youth protection, criminal content, personality rights, copyright, advertising, and platform-related duties. The rules must respect freedom of expression and proportionality. Comparative law increasingly addresses online intermediaries, notice-and-action systems, algorithmic amplification, and illegal content removal. Telecom providers may still have duties to cooperate with authorities or implement narrowly defined blocking or access measures.
