Emergency powers
Exceptional public powers used to respond to serious crises, subject to legality, necessity, proportionality, time limits, and oversight.
Emergency powers allow authorities to act quickly during crises such as war, pandemics, natural disasters, severe security threats, or major economic disruption. In Switzerland they must fit within constitutional and statutory frameworks, respect federal and cantonal responsibilities, and remain tied to necessity and proportionality. Emergency action may temporarily concentrate decision-making or accelerate procedures, but it should not become ordinary governance. Democratic control, judicial review where available, transparency, time limits, and later legislative validation or correction are crucial safeguards against abuse.
