Planning decision

A planning decision translates public planning objectives into a binding or preparatory legal form, for example in land-use planning, transport, energy or environmental coordination. In Switzerland, planning instruments may have different legal effects: some bind authorities, others directly affect landowners or project promoters. Because planning often requires weighing competing public and private interests, procedures typically include participation, consultation and coordination with other authorities. Legal challenges may focus on competence, procedure, proportionality, equality, environmental constraints or the proper balancing of interests.
