Rules of engagement
Rules of engagement are operational directives defining when, where, and how armed forces may use force during a mission.
Rules of engagement translate legal and political constraints into practical instructions for commanders and troops. They must comply with domestic law, the mandate of the operation, international humanitarian law, human rights law, and principles such as necessity, distinction, proportionality, and precaution. For Switzerland, they are relevant in military assistance, peace support, protection tasks, and any deployment involving potential use of force. ROE do not replace criminal or disciplinary responsibility; they guide lawful conduct within mission-specific circumstances and often remain classified for security reasons.
