Severe restriction of fundamental rights

In Swiss constitutional law, restrictions on fundamental rights must rest on law, pursue a public interest or protect others, and be proportionate. A **severe** restriction demands a stricter legal basis, usually a formal statute rather than a broad administrative rule. The core content of the right remains inviolable. Examples may include deprivation of liberty, intrusive surveillance, or far-reaching limits on political or religious activity.
