A strategic spatial planning instrument coordinating settlement, transport, landscape and infrastructure development over a wider area.

A structure plan sets the spatial framework for future development without usually regulating each parcel directly. In Swiss terminology, the closest instrument is the cantonal structure plan, which coordinates public authorities on settlement growth, transport corridors, landscape protection and major infrastructure. It guides later land-use plans and permitting decisions, and federal approval is relevant for cantonal plans. Private owners are normally affected indirectly, through subsequent binding plans or permits. Its legal force and terminology vary between cantons and comparative systems.
