Technical specifications

Technical specifications define what the contracting authority needs and form the basis for comparable bids. In Swiss procurement they should, where possible, be formulated in functional or performance terms and may refer to standards if equivalent solutions are accepted. Specifications must not be tailored to favour a particular supplier, product or technology unless objectively justified. Clear, proportionate and non-discriminatory specifications reduce disputes and help distinguish mandatory requirements from aspects evaluated under award criteria.
