Tender procedure

A tender procedure is the structured process for inviting, receiving and evaluating bids before awarding a public contract.

A tender procedure translates procurement principles into a concrete award process. In Swiss procurement practice, the authority defines the need, chooses the permissible procedure, prepares tender documents, publishes or invites participation, answers bidder questions, receives offers, evaluates them against announced criteria and issues an award decision. The procedure must be documented and conducted transparently, with equal treatment of bidders and respect for deadlines. Depending on value and circumstances, it may be open, selective, invitation-based or direct. Legal remedies usually focus on procedural fairness and correct application of criteria.
