Introduction

Purpose

The purpose of this document is to construct an external view of, part of, the 'EESSI business system' as described in EC Regulations 883/2004 and 987/2009. The ‘EESSI Business System’ describes the business and expected business processes without consideration as to which part(s) may be realised by an IT System (i.e. the proposed EESSI IT System).

The external view comprises of models and descriptions of business use cases, the services of a business system offered to business actors: customers, business partners, or other business systems.

A business use case is described from an actor's perspective; it describes the interaction between an actor and the business system, meaning it describes the behaviours of the business system that the actor utilises. The Business Use Case includes Use Case Diagrams and Business Process Models.

Use case diagrams show actors, business use cases, and their relationships. Use case diagrams do not describe procedures. Alternative scenarios also remain hidden. These diagrams give a good overview of the behaviours of the EESSI business system which will direct and govern part of the expected behaviours and functionality delivered by the EESSI IT System.

Scope

This document is limited to the external view on the Family Benefit sector process of Determine Competences. The different elements like use case description, business actors, and business process as well as supporting UML diagrams and BPMN models pertaining to the Determine Competences.

Overview

Chapter 1 introduces the external view on the business system under review and lists the elements of this specification.

Chapter 2 introduces the Determine Competences business processes. The chapter gives a short and detailed description as well as a reference to business process legal base.

Chapter 3 lists the actors involved in the Determine Competences business process.

Chapter 4 describes in detail the Determine Competences business process based on the RUP use case template, as well as the relationship to other use cases.

Chapter 5 describes the Determine Competences business process using business process modelling notation (BPMN).

Description

Business Scenario

The present business process in the Family Benefits sector describes the communication necessary in order to implement the provisions concerning family benefits in the coordination regulations. Situations covered by this process:

new claim;

change in circumstances;

disagreement procedure;

annual check;

offsetting situations between Member States according to article 72 and

73 of Regulation (EC) No 987/2009;

reimbursement situations between Member States according to article

58 of Regulation (EC) No 987/2009.

According to the Decision F2:

'An institution shall reply promptly to a request for information from another Member State and in any event, no later than:

a. two months after the day of receipt of the request in a case concerning a request for a position on a provisional decision on the priority rules referred to at Article 60(3) of Regulation (EC) No 987/2009), or

b. three months after the day of receipt of the request for information in all other cases.'

This chapter captures details of the actors which are important to understanding the different types of system users. An actor is anyone or anything that exchanges data with the business system. An actor can be a user, external hardware, or another system.

The overarching description of each actor described in this Business Use Case can be found in the Glossary. Below you will find a short description which provides further clarity of this actor within the context of this Business Use Case.

Description:

A competent institution from a Member State asks for information about a person (who applied for family benefits) to a Counterparty institution in a different Member State. The information may be related to:

- new claims on family benefits

- existing claims on family benefits

- that person's employment record

- that person's medical history

- that person's family

- offsetting according to articles 72 and 73 of Regulation (EC) No987/2009

- reimbursement according to article 58 of 987/2009 Or

- annual check between institutions of different Member States.

Trigger:

The Petitioner applies for family benefits in the state where he is resident, but he was previously insured in another Member State. The Petitioner may also apply for family benefits e.g. in the Member State of employment or previous employment. The trigger may also be the change of Member State of residence for child(ren) or any other change in the circumstances.

Preconditions:

The person has previously worked in a state other than his/her state of residence.

Post conditions:

The Competent institution in the state of residence now has enough information to calculate the requested family benefits

Or

The Competent Institutions have updated information on their ongoing granted benefits.

Main Scenario:

Identify Participants

The Case Owner identifies the Member State where the Petitioner used to work; or the new Member State where the child(ren) has/have moved;

The Case Owner then identifies the correct institution (the Counterparty) or institutions in the respective Member State that is responsible for determining the Family Benefits. The Case Owner and the Counterparty(ies) are herein collectively referred to as the Participants.

Send the request for information

The Case Owner fills in a F001 SED requesting information in order to determine the competence;

The Case Owner sends the F001 SED to the Counterparty(ies);

The Counterparty(ies) receive(s) the F001 SED;

Each Counterparty fills in a F002 SED, by providing the relevant information in order to determine the competence;

Each Counterparty sends their F002 to the Case Owner only. Steps 6 and 7 can be repeated;

The Case Owner waits until a F002 from each Counterparty has been received;

The Case Owner fills in a F002 SED, in order to inform the Counterparties on his decision;

The Case Owner sends F002 to the Counterparties. Steps 9 and 10 can be repeated;

The Counterparty(ies) receive(s) the F002 SED;
