Introduction
Purpose
The purpose of this document is to construct an external view of, part of, the 'EESSI business system' as described in EC Regulations 883/2004 and 987/2009. The ‘EESSI Business System’ describes the business and
expected business processes without consideration as to which part(s) may be realized by an IT System (i.e. the proposed EESSI IT System).
The external view comprises of models and descriptions of business use cases, the services of a business system offered to business actors: customers, business partners, or other business systems.
A business use case is described from an actor's perspective; it describes the interaction between an actor and the business system, meaning it describes the behaviours of the business system that the actor utilizes. The Business Use Case includes Use Case Diagrams and Business Process Models.
Use case diagrams show actors, business use cases, and their relationships. Use case diagrams do not describe procedures. Alternative scenarios also remain hidden. These diagrams give a good overview of the behaviours of the EESSI business system which will direct and govern part of the expected behaviours and functionality delivered by the EESSI IT System.
Scope
This document is limited to the external view on the horizontal sector process Request for Administrative Check. The different elements like use case description, actors, and business process as well as supporting UML diagrams and BPMN models pertaining to the ending of a process.

Overview
Chapter 1 introduces the external view on the business system under review and lists the elements of this specification.
Chapter 2 introduces us to the Request for Administrative Check business process. The chapter gives a short and detailed description as well as a reference to business process´ legal base.
Chapter 3 lists the actors involved in the Request for Administrative Check business process.
Chapter 4 describes in detail the Request for Administrative Check business process based on the RUP use case template, as well as the relationship to other use cases.
Chapter 5 describes the Request for Administrative Check business process using business process modelling notation (BPMN).

Business Scenario
H_BUC_10_Subprocess is a subprocess that is used to request the institution of the place of residence or stay to carry out an
administrative check of the person concerned in accordance with the procedures laid down by the legislation of the Member State of Stay or Residence.

Actors & Roles
This chapter captures details of the actors which are important to understanding the different types of system users. An actor is anyone or anything that exchanges data with the business system. An actor can be a user, external hardware, or another system.
The overarching description of each actor described in this Business Use Case can be found in the Glossary. Below you will find a short description which provides further clarity of this actor within the context of this Business Use Case.

Description:
H_BUC_10_Subprocess is a subprocess that is used to request the institution of the place of residence or stay to carry out an administrative check of the person concerned in accordance with the procedures laid down by the legislation of the Member State of Stay or Residence.
Trigger:
An Institution in the competent Member State wishes to :
- either request the institution of the place of stay or residence to perform an administrative check
- ask the institution of the Member State of Stay or Residence for information about estimated costs or the required administrative check
Preconditions:
A case exists and triggers this BUC.
Post conditions:
- An estimation of costs has been requested but was not approved (consequently the process stops here).
- An estimation of costs has been requested and was approved.
- An administrative check has been requested, and the reply has not been provided by the counterparty.
Main Scenario:
The Triggering Participant fills in a Request for Estimation on Costs / Request for Administrative Check (H130) by entering all the required information specifying that it wishes to request an administrative check;
The Triggering Participant sends the H130 including any attachments if appropriate , to other Participant;
The Other Participant receives the Request for Administrative Check (H130);
The Other Participant fills in a Reply to Request for Administrative check (H131) by entering all required information and, if appropriate, any attachments;
The other Participant sends the H131 to triggering participant;
The Triggering Participant receives H131.
The use case ends here.
Alternative Scenarios:
Branch 1: At [Step 1] of main scenario, the Triggering Participant requests information about estimated costs. Upon receiving the reply about the estimated costs, the Triggering Participant will send back an approval of the estimated costs to the other Participant.
The Triggering Participant fills in SED H130, specifying that it wishes to ask for information about estimated costs of the
required administrative check;
The Triggering Participant sends SED H130 to the Other Participant;
The Other Participant receives SED H130;
The Other Participant fills in SED H131 to provide information about the estimated costs of administrative check.
The Other Participant sends the SED H131 to the Triggering Participant;
The Triggering Participant receives the estimated costs within SED H131;
The Triggering Participant takes the decision to approve the estimated costs of the required administrative check and confirms the request to have it performed by the institution of place of residence or stay. This is inserted in the reply SED H130;
The Triggering Participant sends SED H130 to the Counterparty;
The Other Participant receives the approval within SED H130;
The Other Participant fills in the reply to the request for administrative check H131;
The Other Participant sends SED H131 to the Triggering Participant;
The Triggering Participant receives the Reply to Request for Administrative Check (H131).
