Consultation procedure
The consultation procedure invites cantons, parties and stakeholders to comment on important draft legislation or policy projects.
The Swiss consultation procedure is a participatory step before major federal legislation, constitutional amendments, international treaties or significant policy measures are finalised. Cantons, political parties, umbrella organisations and affected stakeholders may submit views on the draft. The procedure improves factual quality, reveals political feasibility and supports federalism by involving cantonal perspectives early. It does not bind the government or parliament, but consultation results often shape the proposal. Cantons and municipalities also use similar processes under their own rules.
