Emergency legislation

Emergency legislation enables public authorities to respond rapidly to war, disasters, pandemics, severe security threats or major economic disruption. In Switzerland, emergency powers are constrained by constitutional principles, federal competences, parliamentary involvement and, where applicable, direct-democratic control. The central legal questions are the trigger for emergency action, duration, review, effects on fundamental rights and transition back to ordinary law. Comparative systems differ in how far executives may legislate temporarily without prior parliamentary approval.
