Land-use plan

A binding plan allocating land to zones and setting permitted uses, building intensity and key conditions for development.

A land-use plan translates planning policy into legally binding rules for parcels. In Switzerland it is usually adopted at communal level, subject to cantonal approval, and distinguishes building, agricultural and protected zones as well as detailed sub-zones. It determines whether a project is in principle permissible and under which building rules. Owners and neighbours may normally challenge plan changes through cantonal procedures. Because it affects property rights, the plan must respect public interests, proportionality and coordination with higher-level planning.
