Selective procedure

A two-stage procurement procedure in which candidates first seek admission and only selected qualified candidates may submit bids.

In Swiss public procurement, the selective procedure is used for contracts where the authority first assesses applicants’ suitability and then invites the selected candidates to tender. It differs from an open procedure because not every interested supplier may submit a full bid. The authority must state the suitability criteria, selection method and any limitation on the number of bidders in advance. The procedure remains subject to equal treatment, transparency, competition and judicial review.
