Suitability criteria
Suitability criteria concern the bidder, not the merits of the bid. In Swiss procurement they may address professional qualifications, experience, technical capacity, economic and financial standing, quality management or compliance with legal obligations. They must be related and proportionate to the contract and stated in the tender documents. A bidder that does not meet mandatory suitability requirements may be excluded, while overly restrictive criteria can unlawfully limit competition or discriminate against certain suppliers.
